Listening as an operational practice

I developed and operationalised the monitoring product within my UNICEF work. The emphasis is on connecting information signals to judgement: what is changing, why it matters in context and when it needs attention. Monitoring becomes useful when it supports a decision, rather than simply adding another stream of data.
